(Please use this bibliography when you cite this abstract.) Abstract: Quality improvement and safety assurance in healthcare is an important social issue. So the implementation of QMS has begun in hospitals worldwide. However, problems with implementing QMS in hospitals remain. That is, QMS processes were tried and developed in general business practices not specifically for the medical field where there are different factors such as philosophy, culture or climate to take into consideration. The purpose of this study, therefore, is to establish a structured model of difficulties in implementing QMS in a hospital and to suggest ways to overcome them based on the ISO 9001. Due to the fact that this structured model of difficulties clarify the relationship between inhibition factors and pre-existing problems, the healthcare worker can more easily understand the cause of the problems by investigating the visual symptoms of the organization. The healthcare worker can then predict the inhibition risks when attempting to implement QMS in the future.
